Position Summary
Under general supervision, the Construction Foreman - Second Shift is primarily responsible for responding to field emergencies and planned nighttime construction activities. This includes supervising crews that engage in the construction, operation, maintenance, and repair of various diameter gas/water mains and gas services. The Construction Foreman - Second Shift is also responsible for employee safety, training, welfare, and development, while also ensuring public safety.
Minimum Requirements
- Required - Minimum of 7 years experience in the Construction Division with a thorough knowledge of all aspects of construction operations (water and gas) or maintenance of the water and gas distribution systems (or equivalent operational/construction experience outside the District). At least Five (5) of the seven (7) years need to be in a supervisory or leadership role capacity. and
- Required - Knowledge and experience in both the Gas and Water distribution systems including but not limited to installation, operation, maintenance, and abandonment of below ground and above ground facilities. and
- Required - Experience directing the work of others with proven performance in following procedures, effectively communicating, and performing assignments in a timely manner with attention to detail, safety, and professionalism. and
- Required - Experience working effectively and professionally with District operations and engineering staff, customers, the public, contractors, and representatives of government and other municipalities. and
- Required - Experience supervising in a union environment and interpreting labor agreement language to effectively balance operational needs. and
- Required - Experience working independently and as a member of a team to meet deadlines, goals, and objectives.
Education
- Required - High School Diploma or General Education Diploma (GED)
- Preferred - Associate's Degree in construction management, construction technology or a related field.
Licenses, Certifications and/or Testing

- Demonstrated interpersonal skills to professionally and fairly deal with all phases of employee relations including hiring and/or promotions, training, evaluating, coaching, discipline, and development.
- Ability to learn and adapt to using new machines, equipment, tools, and technologies in the field as the processes to install and replace gas and water facilities evolve.
- Familiarity with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP).
- Ability to learn new or upgraded computer software and technologies as required.
- Efficient written and verbal communication skills, in English, to assist other District divisions, external customers and outside entities (such as local cities, police, and fire), co-workers and management professionally, regardless of provocation.
- Must be available for stand-by duty as needed.
- Must be available for limited on call duty Monday through Friday, and may be called out at any time as operations warrant.
- Demonstrated effective time management skills and the ability to manage multiple projects in various stages of completion simultaneously (with limited supervision or guidance).
- Ability to lead by example, comply with and enforce company policies and standards without exception in every aspect of the position.
- Ability to use various methods or software programs (i.e. Work Manager) to assign work to multiple crews and maintain quality and quantity controls of the construction work.
Essential Functions
- Prioritize the health and wellbeing of the District workforce by leading with a safety-first mindset.
- Ensure public safety is prioritized and maintained throughout planned construction activities and emergency response.
- Plan, organize and supervise the installation, maintenance and repair of gas and water transmission and distribution systems.
- Supervise and direct the work of multiple crews of various sizes.
- Respond to field emergencies (including fires, explosions, gas-filled structures and gas or water main breaks, leaks or hits) to assess risk, severity and damage and determine and direct appropriate field response.
- Prepare and/or supervise the preparation of required records to ensure their timely, accurate, and comprehensive completion.
- Coordinate work with other divisions, other utilities, the police and fire departments, governmental agencies, and the public. Maintain good customer relations and resolve customer complaints.
- Recommend changes in procedures, equipment utilization, etc. to drive operational improvements (to include safety enhancements, fuel savings, and improved efficiencies, etc.).
- Monitor, control and report theft of, and vandalism to, assigned vehicles, equipment, and materials.
- Report equipment breakdowns to Transportation for repair and schedule equipment for major overhaul and repair with Transportation.
- Ensure safety briefings and two-minute drills are properly conducted at each work site.
- Act as the on-call Foreman in limited capacity which requires the need to be available to be called out to emergencies during third shift.
- Represent the District as the primary point of contact at water emergencies to coordinate emergency response efforts with internal employees and external agencies, including but not limited to Police, Fire, EMS, and the City, to limit impact and safety related concerns to customers and the public.
- Represent the District as the primary point of contact at gas emergencies (unless a dedicated AREP has been identified) to coordinate emergency response efforts with internal employees and external agencies, including but not limited to Police, Fire, EMS, and the City, to limit impact and safety related concerns to customers and the public.
- Ensure proper, timely, and complete reporting and investigation of personal injuries, vehicle accidents and equipment damage.
- Plan, organize, and supervise the installation, maintenance and repair of gas and water transmission and distribution systems.
- Assist the Claims Department in making appraisals and estimating costs of property damage caused by main breaks and construction activity.
- Inventory and requisition a highly diverse array of equipment, materials and tools and monitor and manage their effective utilization.
- Ensure that a daily turnover of duties from day shift foremen to night shift foreman is coordinated and aligns with essential job functions as stated.
- Develop talent, coach and mentor employees, and support employee growth and development through leadership opportunities and professional development.
- Provide feedback on employee performance for use on performance appraisals and employee one-on-one meetings.
- Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate.
- Maintain financial oversight of budgets and/or work with financial responsibility in mind.
- Assist with planning for attrition through awareness of separation risks, cross-training, employee development and succession planning.
- Handle stresses related to effectively completing the above referenced responsibilities.
- Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions as stated.
