PacArctic, LLC, a Koniag Government Services company, is seeking a SharePoint-Based Knowledge Management System Developer with a Secret Clearance to support
PAC and our government customer in Arlington, VA. This position is for a Future New Business Opportunity.

Essential Functions, Responsibilities & Duties may include, but are not limited to: Contractor staff shall develop and maintain:
- Survey templates and the appropriate mechanisms to administer, store, and analyze survey results. Surveys must be developed and administered in a manner that protects the confidentiality of respondents.
- Downloadable templates for commonly used forms and reports
- Inspection team sites, which are highly customized using JavaScript and Power Automate workflows. Team sites include, but are not limited to:
- Forms developed using Microsoft products such as SharePoint, PowerApps, and/or SharePoint Framework
- Document libraries and associated content types/templates
- Excel spreadsheets that are linked to and contain formulas for analyzing inspection survey results
- PowerBI data visualizations of survey or other inspection-related data
- Calendars that can be synchronized with Microsoft Outlook
- Subject matter sites that provide subject-specific content such as resource links, document libraries, task lists, etc.
- Administrative resources and tools, such as training resources, organization charts, seating charts, policies, procedures, guidelines, and personnel information
- Inspection archives and records
- Advanced search capabilities
- Contract staff shall review and analyze OIG/ISP processes; develop options analyses for technical solutions that will streamline, automate, and improve processes; develop, implement, and maintain related technical solutions; and develop data extracts, analyses, and visualizations, as needed.
- Contract staff shall document all knowledge management and business process automation systems to support systems operations and maintenance.
- Additionally, contract staff shall produce and maintain user guides, manuals, and written training materials.
- Contract staff shall provide ongoing training and support to users of OIG/ISP's Knowledge Management System and related systems and application.
- Work will be performed on OIG's dedicated network (OIGNet) and the Department of State's Unclassified (OpenNet) and Classified (ClassNet) networks. All OIGNet administrative functions must be completed from a privileged access workstation.
Work Experience, Knowledge, Skills & Abilities: The SharePoint-Based Knowledge Management System Developer serves as a SharePoint expert who consults with OIG/ISP senior leadership to identify business process automation and data analytics challenges and provides highly innovative technical solutions that improve operational efficiency and effectiveness and support data-driven decision-making. The incumbent leads the OIG/ISP Knowledge Management Team and provides day-to-day oversight of OIG/ISP's Knowledge Management System. Specifically, the incumbent
- Analyzes OIG/ISP business processes and data management challenges and provides options analyses for innovative technical solutions.
- Directs and supervises all support resources for the performance of project assignments and activities.
- Manages the technical direction of projects through design, implementation, and testing in accordance with project objectives.
- Manages full project life cycle, from original concept through final implementation.
- Interfaces with project stakeholders including end users, OIG/ISP leadership, and OIG Executive Office IT personnel.
- Provides technical and analytical guidance to the project team. Recommends and takes action to direct the analysis and solutions of problems.
- Prepares and approves Standard Operating Procedures, protocols, and other technical documentation.
4.b. SharePoint-Based Knowledge Management System Developer The serves as the technical lead on OIG/ISP's SharePoint-based Knowledge Management System, developing, implementing, and maintaining the system in order to meet the information management needs associated with ISP's inspection process and reporting requirements. The incumbent implements and maintains innovative technical solutions that improve operational efficiency and effectiveness and support data-driven decision-making. Specifically, the incumbent
- Designs, develops, and deploys OIG /ISP's SharePoint-based Knowledge Management System and related tools and web-based applications.
- Designs, develops, and manages Microsoft Forms-based inspection surveys.
- Researches, tests, builds, and coordinates the integration of new products per production and client requirements.
- Develops data extracts, analyses, and visualizations from Knowledge Management System data repositories.
- Provides technical support to Knowledge Management System end-users.
- Collaborates with OIG Executive Office IT personnel to troubleshoot SharePoint- and other systems-related issues.
- Manages and monitors SharePoint permissions.
- Develops and maintains workflows using SharePoint Designer and Power Automate.
- Integrates Microsoft Office applications with the SharePoint environment.
- Creates and maintains process and systems documentation, manuals, user guides, and end-user training materials.
4.c. SharePoint-Based Knowledge Management System Developer The SharePoint-Based Knowledge Management System Developer supports and maintains OIG/ISP's SharePoint-based Knowledge Management System in order to meet the information management needs associated with ISP's inspection process and reporting requirements. The incumbent contributes to the development and maintenance of innovative technical solutions that improve operational efficiency and effectiveness and support data-driven decision-making. Specifically, the incumbent
- Develops and deploys OIG /ISP's SharePoint-based Knowledge Management System and related tools and web-based applications.
- Develops and manages Microsoft Forms-based inspection surveys.
- Researches, tests, builds, and coordinates the integration of new products per production and client requirements.
- Develops data extracts, analyses, and visualizations from Knowledge Management System data repositories.
- Serves as the first-line technical support provider for Knowledge Management System end-users.
- Manages and monitors SharePoint permissions.
- Develops and maintains workflows using SharePoint Designer and Power Automate.
- Integrates Microsoft Office applications with the SharePoint environment.
- Creates and maintains process and systems documentation, manuals, user guides, and end-user training materials.
4.d. SharePoint-Based Knowledge Management System Developer The SharePoint-Based Knowledge Management System Developer will review and test inspection questionnaires to ensure functionality and security and report testing results. This individual shall have access to the Department's OpenNet network with a state.gov account that is outside OIG's domain.
SPECIAL KNOWLEDGE REQUIREMENTS: 5.a. SharePoint-Based Knowledge Management System Developer - The incumbent must have a Bachelor's (or equivalent) with 8 - 10 years of experience or a Master's with 3 - 5 years of experience with knowledge management software systems including Microsoft (MS) SharePoint 2016 or 2019, SharePoint Online, and MS SharePoint Designer 2013.
- (Experience working with the Department of State's information technology systems, such as experience developing or supporting applications, SharePoint sites, or web-based information resources on OpenNet or ClassNet, or experience working in the Inspector General community supporting or conducting inspection, audit, and/or evaluation work may be considered in lieu of a portion of the required knowledge management software system experience listed above with the prior agreement of the Contracting Officer's Representative (COR).
