Job Description This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The Office of Secretary of State (SOS) has three primary areas of responsibility: 1) Elections & Voter Registration, 2) Business Services, and 3) Safe at Home. The Elections Division provides oversight on election administration and voter registration duties conducted by county elections officials. The Business Services Division accepts filings related to business entities, notaries, and other related filings. Safe at Home is an address confidentiality program for survivors of domestic abuse, sexual assault, and other violent crimes. In addition to these three functional areas, the SOS has financial, IT, and communications teams that provide support officewide.
The Office of the Iowa Secretary of State is seeking a Training Specialist. Early work will focus on creating new training content for the Elections Division. As the role develops, content may grow to include subject matters from the other divisions. The Training Specialist will be focused on developing and scheduling elections training programs aimed primarily at county election staff; however, other stakeholder training may also be included (e.g. city clerks, school secretaries, etc).
Training platforms may include, but are not limited to: handbooks and manuals, videos, in-person, or remote sessions. Content subject matter may include, but are not limited to: election administration, cybersecurity, redistricting and reprecincting, and other matters as desired.
The Training Specialist will additionally schedule training sessions and coordinate in-service training or orientation, outside workshops, seminars and conferences with supervisory personnel, including reserving meeting places and associated activities for successful training sessions.
Administers Learning Management System ("LMS"), including: updating course lists, registering and tracking participants, creating reports from available data, and working with related learning software.
Minimum Qualification RequirementsGraduation from an accredited four year college or university and experience equal to three years full-time work in one or a combination of the following areas:
- Professional training, teaching or counseling experience in an educational setting;
- Professional personnel administration including such areas as job analysis, performance appraisal system, selection devices or labor relations;
- Professional experience in a major technical program area utilized by the employing agency;
OR
a combination of education and experience to total seven years, substituting experience equal to one year of full-time qualifying work for each thirty semester hours of qualifying coursework;
OR
a combination of education and experience to total seven years, substituting thirty semester hours of graduate coursework for each year of qualifying experience;
OR
employees with current, continuous experience in the state executive branch that includes experience equal to twelve months of full time work as a Training Specialist 1;
OR
employees with current, continuous experience in the state executive branch that includes experience equal to six years' full-time qualifying work.
